Justus is experienced and results-driven Monitoring, Evaluation, and Learning (MEAL) Specialist with over 12 years of progressive experience in project design, implementation, and performance monitoring within the international development sector.
Adept at managing complex donor-funded projects, particularly in climate resilience, water security, sustainable agriculture, resource mobilization and community development. With a Master’s degree in Project Management and Bachelor’s Degree in statistics.
Proficient in a wide range of data management and analysis tools including STATA, SPSS, KOBO, GIS, and Power BI, and well-versed in MEL frameworks, performance monitoring plans (PMP), and donor reporting standards. Demonstrated capacity in leading multi-disciplinary teams, conducting data quality assessments (DQA), and facilitating learning and adaptation processes. Holds a BSc in Mathematics and Geography, a Diploma in Climate Change Mitigation and Adaptation, and is currently pursuing an MBA in Project Management.   • Monitoring and Evaluation (M&E): Strong expertise in designing M&E frameworks and results-based management systems, including development of logical frameworks (logframes), theories of change, performance indicators, and monitoring tools aligned with project objectives and donor requirements.
  • Project Management and Resource Mobilization: Adept in managing MEAL components of donor-funded projects including planning, execution, tracking progress against targets, and mobilizing resources through strong proposal writing and evidence-based justifications.
  • Proposal Writing and Development: Proficient in developing competitive and fundable proposals aligned with donor guidelines (e.g., USAID, EU, DFID, UN), including situation analysis, project design, work plans, budgets, M&E plans, and sustainability strategies.
  • Accountability Systems: Skilled in establishing and managing feedback and complaints response mechanisms (FCRM), ensuring community participation and safeguarding principles are upheld across project cycles.
  • Learning and Adaptive Management: Competent in facilitating learning reviews, after-action reviews (AAR), and generating evidence and best practices to inform adaptive management and policy influence.
  • Data Collection and Digital Tools: Proficient in quantitative and qualitative data collection methods using platforms such as KoboToolbox, ODK, Survey123, and CommCare, with advanced skills in data cleaning, analysis, and visualization using Excel, Power BI, SPSS, and Stata.
  • Reporting and Knowledge Management: Ability to synthesize complex data into clear reports, dashboards, case studies, and knowledge products for diverse audiences including donors, government, and implementing partners.
